After the EF5 tornado ripped through the heart of Joplin, Missouri, charitable relief and every entrepreneur with a bulldozer poured in from half a dozen states or more. Hospitals patiently checked their records constantly and patiently for people out of town checking on loved ones and church groups and other charitable organizations--and private citizens--brought in water, food, spare tents and willing hands.
When FEMA showed up--a week later, the city was locked down. No charity got in, no information got out, and since the bulk of the work was already done, they seem to have spent most of their time setting up a godawful expensive tent building in the hospital parking lot which accomplished little, and burying the old foundations of the destroyed houses so nothing could be rebuilt on them.
They could have done without FEMA. They did do without FEMA for a full week when the crisis was at its worst.

A major electric car company is using its technology to lend a helping hand to hurricane-ravaged Puerto Ricans.
According to Fortune.com, Tesla has already begun sending hundreds of Powerwall battery systems to the island to help restore power to the island - something largely missing after Hurricane Maria slammed into the island just over a week ago.
These batteries can be paired with solar panels to help store electricity - and Fortune reports more batteries are still being shipped. Employees of the company are also on the island helping install the batteries and repair or implement solar panel systems.

Farmer who rescued kidnapped teen gets $7,000 reward -- and gives it to girl he saved A retired Minnesota farmer lauded for his part in saving a 15-year-old girl who was abducted and held against her will for a month this summer is once again receiving praise after he accepted a $7,000 reward in the case, but turned around and gave it to the teen instead. Earl Melchert was presented the reward money by the Alexandria Police Department. Police Chief Rick Wyffels awarded the money to Melchert in a ceremony on Friday. Plastic-eating caterpillar could munch waste, scientists say Researchers at Cambridge University have discovered that the larvae of the moth, which eats wax in bee hives, can also degrade plastic. Experiments show the insect can break down the chemical bonds of plastic in a similar way to digesting beeswax. Each year, about 80 million tonnes of the plastic polyethylene are produced around the world. The plastic is used to make shopping bags and food packaging, among other things, but it can take hundreds of years to decompose completely. However, caterpillars of the moth (Galleria mellonella) can make holes in a plastic bag in under an hour. Dr Paolo Bombelli is a biochemist at the University of Cambridge and one of the researchers on the study. "The caterpillar will be the starting point," he told BBC News. "We need to understand the details under which this process operates. The city planners took a whole lane in downtown Atlanta and made it a cycling lane. I sat in gridlock traffic for 1/2 an hour and saw exactly zero cyclists. I was even over by GA Tech. And even as they make the traffic problem worse by reserving perfectly good lanes for bicycles, I'll just bet the city would be as quick as anyone to fire someone for showing up to work sweaty all summer.
