And you just charged it? Is the voltmeter showing 11-12?

No. It doesn't need a charge. Or if it does it's slight and not causing the severe loss of power I'm getting through the system. I tested it and it showed 12+. I tried charging and swapping batteries from a running vehicle the first day.

If the meter shows 12 when the key is off, in accessory and on, but drops massively when you turn to start, the starter motor is drawing power. If it's not turning, that's a likely short circuit.
If a big voltage drop happens at the on position (but not acc) there could be a short in the ignition system that's drawing so much power the starter can't get enough.
If you turn it to start and the voltmeter hardly flickers, the relay is shot or maybe a fusible link went. Use a wire to do a spark test before replacing a burned fusible link, or you might burn the new one.

It's too late today but tomorrow I'm going to do my best at methodically going down the line to find the dead spot. I already ruled out the main ground (I think) off the battery but I'll check it with the volt meter anyway. My guess right now is the PO eliminated some ground or something that caused a failure, maybe in the EEC or the damn primitive brain that thing has. There are definitely some things missing.
I already have $1,500 + $200 for licensing into it and I don't think the motors shot so I'm fixing it. They're good vans, I've had a few of them.

The headlights will barely show, the windows will barely move etc.. It should be the main ground to the motor but it's brand new and I cleaned the shit out of both ends.

So I finally got power. I couldn't find any engine to frame ground so I hooked up a volt meter between the two and turned the key on and got over 9 volts...ooops. I have no idea how that thing ran as long as it did. Hooked up some jumper cables between then and it cranked right over. But now I have no spark, probably fried the coil.

Wow.
I guess the ground strap got loose and fell off. That could have fried any number of things, particularly the computer. But I'd try starting it again after replacing that fat ground strap.
